Major Rule changes: 2003 - 2004 Season

  Beginning with the 2003-04 season, the number of players permitted on marked lane spaces during free throws (not including the free-throw shooter) will be six – four defensive players and two offensive players. The lane spaces closest to the free-throw line (and the shooter) must remain vacant.
A warning signal will be given at the 20 second mark prior to the 30 second limit for replacing a disqualified or injured player.
State high school associations will have the option to adopt a “mercy” rule in high school basketball beginning with the 03 - 04 season. Each state association may institute a running clock when a specified point differential is reached at a specified time in the game.

Indiana has no plans to adopt this rule change at this time.

The signal for a kicked ball will be a straight leg kicking motion straight forward about 1 foot.

Major Rule changes: 2002 - 2003 Season

  Excessive swinging of the elbows without contact is a violation, not a technical foul.
If a player is injured or gets blood on their uniform, they can remain in the game if their team calls a time out and the situation can be resolved by the end of the time out.
Jumper catches tip (which is a violation) is not considered control for setting the position arrow.  
 Lane violations by one team member followed by the opponent. penalize the first violator.

Frequently Asked Questions

Why isn't it over and back when a player steps over the mid court line, then back?
  The key is to remember or look for are 3 points. The dribblers 2 feet and the ball. "over and back"  does not begin until ALL 3 are in the frontcourt. This means a player with the ball can step over the division line with one foot and bring it back into the backcourt as many times as they want. 
What is 3 seconds?
  The three second count begins when the clock is running, the ball is in the front court and a offensive player is in the lane. There is no count when a shot is taken.
What is a 5 second violation?
   If a player, with the ball dribbles or holds it for 5 seconds while someone is guarding them it is a violation.    So, A player who is closely guarded (defined as within 6 feet) may hold the ball for 4.9 seconds, Dribble for 4.9 seconds then hold the ball again for 4.9 seconds. the player then has to pass or shoot the ball.  
How many seconds does a team have to cross the mid court line?
    10 seconds, however, a player has 5 seconds to release the ball on a throw in. Once the ball has been in-bounded or rebounded, the team in control has 10 seconds to cross the division line. 
I saw a player step on the line, on a throw in, Isn't that a violation?
   The inside edge of the line (court side) is out of bounds. It is not a violation unless the in bounding player steps over the line. The player is still out of bounds if they step on the line.

Definitions

Lane: 

The area in front of the basket formed by the free throw line and lane lines. Also known as "the paint"

Front Court:

The side of the court where the offense's basket resides.

Back Court:

The side of the court opposite the offense's basket resides. 

Side Lines: 

The out of bound lines on the sides of the court.

End Line: 

Also known as the base line, it is the out of bounds line under each basket. 

Division Line: 

The line in the middle of the court dividing the Back Court from the Front Court.

Over and Back

When the ball is in the front court, A player from the offensive team, cannot be the last and first player to touch the ball
